Transition To New Court Case Management System Begins February 29, 2024

The court is planning for reduced operations during and following system launch. Services will gradually increase back to full operations in two weeks. This strategic decision allows staff the space to become comfortable in the system.

Below is an overview of the operational adjustments during these specific periods.

Court Service Area February 29 - March 5, 2024 After March 5, 2024 for up to 2 weeks
Front Counter - Cashiers Only in-person payment transactions through modified process with hand receipts and deferred data entry until system is available. Normal operations.
Front Counter - Public Services Inquiries will be addressed with deferred follow-up when system available. Normal operations.
Infractions & Interpreter Services Limited hearings.

Week 1: Normal operations at reduced capacity (25%).

Week 2: Normal operations at reduced capacity (50%).

Week 3: Normal operations at full capacity (100%).

Clerk's Office & Interpreter Services - Criminal and Infraction Courtrooms Limited hearings. 

Week 1: Normal operations at reduced capacity (25%).

Week 2: Normal operations at reduced capacity (50%).

Week 3: Normal operations at full capacity (100%).

Probation & Pretrial Services

Limited appointments. Pause personal recognizance and indigent screenings.

Community Resource Center will maintain normal operations.

Week 1 & 2: Limited appointments. Resume personal recognizance and indigent screening. 

Community Resource Center will maintain normal operations.

Week 3: Normal operations.

New Court Case Management System 

Seattle Municipal Court is replacing our legacy municipal court information system, MCIS, with a modern and adaptable case management solution that will increase accessibility and improve court business processes. We will implement technology that meets the business needs of the court and our broader criminal justice community.

In development for several years, MCIS 2.0 officially kicked off in 2016 when SMC began evaluating its options and developed a business case to secure funding. A new system will launch at the end of the first quarter of 2023. Organizational change management has been integrated within the project to support court staff through the change. 

A competitive solution selection process in Phase 1 resulted in the selection of Thomson Reuters (TR) as our preferred vendor. TR's case management solution is called C-Track and was the best fit for SMC. TR will integrate C-Track with cFive (focused on probation services) and SMC's current jury management system.
