Building Performance Standards

Building performance standards (BPS) are energy or emissions targets that existing buildings must meet over time to improve energy efficiency and reduce climate impacts. Washington State's energy performance standards are an important start, but will not be enough to meet Seattle's climate goals and a move to a cleaner energy future. OSE is currently conducting stakeholder engagement and drafting legislation to enact an emissions-based BPS for existing commercial and multifamily buildings 20,000 square feet and larger.

  • November 14, 2022 - Seattle Clean Buildings Accelerator Educational Resources website has launched and we are now recruiting for the next Light Coaching Cohort starting in December. More on the Accelerator webpage.
  • October 25, 2022 - Draft BPS Targets webinar slides and recording now available.
    At this technical webinar, OSE and SBW Consulting shared the draft greenhouse gas intensity targets and the analysis conducted to inform the targets. A brief overview of the proposed policy and the updated policy timeline was also shared.

The Clean Buildings for Washington law, being implemented by the Washington State Department of Commerce, applies to all commercial buildings larger than 50,000 SF and includes an energy performance standard. Learn more and find resources to comply.

Seattle Clean Buildings Accelerator

The Accelerator will support under-resourced building owners and managers that have less capacity to meet the State of WA requirements and to reduce building emissions. Anticipated launch is spring 2022.
