Chief Adrian Diaz has been a dedicated member of the Seattle Police Department for more than two decades. His work building relationships that bridge race, ethnicity and every flavor of humanity can be seen across the Department and in every neighborhood in Seattle.

Chief Diaz began his career in Patrol, the Mountain Bike Unit, and the Anti-Crime Team before joining the Investigations Bureau. He is also a Master Defensive Tactics instructor at the Washington State Criminal Justice Training Commission. He served as Assistant Chief of a newly created Collaborative Policing Bureau prior to being promoted to the Deputy Chief. Chief Diaz is now serving as the Interim Chief of Police.

Chief Diaz holds a B.A. in criminal justice from Central Washington University and a Master's in Public Administration from the University of Washington. He has completed the Major Cities Chiefs Associations Police Executive Leadership Institute, the Cascade Executive Program and the Senior Management Institute of Policing. Chief Diaz has authored numerous national publications in community policing, misdemeanor justice and juvenile justice.

As Chief Operating Officer (COO), Mark Baird oversees Professional Standards, Administrative Services, Budget and Finance, the 911 Communication Center, and Information Technology.  Previously, he served as Executive Director of Budget and Finance, overseeing Budget, Facilities, Jail Coordination, and manages significant departmental projects. He came to the department after serving as a City Council Central Staff policy analyst for public safety. He started in law enforcement as a deputy sheriff for the Pierce County Sheriff's Office. He transitioned into crime analysis and served as a crime analyst and later the analytical supervisor and ComStat coordinator for the Collier County Sheriff's Office and had a similar role in the Portland Police Bureau. During a stint in graduate school he was a research fellow for the Broward County Sheriff's Office. Mark returned to the Northwest and was the programs/operations analyst for the Snohomish County Department of Corrections and later was appointed as the Chief of Administration - where he oversaw finance, records, HR, and public disclosure. When the department was absorbed into the Sheriff's Office Mark was appointed Corrections Bureau Chief for the Office. He was also an adjunct instructor at Clackamas Community College in Oregon and at Portland State University, where he taught crime and intelligence analysis, crime mapping using graphic information systems (GIS), statistics, and research methods.

Mark has a Bachelor of Arts degree in Political Science from Central Washington University, a Masters degree in Public Administration from Florida Gulf Coast University, and a Doctorate in Conflict Analysis and Resolution from Nova Southeastern University in Fort Lauderdale, Florida.

Assistant Chief Thomas Mahaffey

Assistant Chief Tom Mahaffey joined the Seattle Police Department in 1992. He started his career working with the many diverse communities of the East Precinct as a Patrol, Mountain Bike, Anti-Crime Team, and Field Training Officer. As a Sergeant, he served in the Southwest Precinct before moving on to Investigations Bureau assignments. A/C Mahaffey served in Narcotics and later Criminal Intelligence Sections where he supervised the investigations of complex criminal organizations, to include working in cooperation with local, State, and Federal Law Enforcement partners.

On promotion to Lieutenant, he returned to the Patrol Division in the West Precinct. There he served as a Watch Commander, Bike Squad Commander and the Operations Lieutenant. He planned and lead numerous crime reduction initiatives, response to significant protest, and large festivals and events while serving at the West Precinct.

In 2017, he was promoted to Captain, and remained at the West Precinct, working diligently with our community, businesses and city leadership to address some of the most critical issues in one the busiest precincts. This included an initiative to address property crime in the precinct that led to a significant reduction in Car Prowls and addressed organized retail theft in the Central Business District. As West Precinct Commander, he served on numerous community councils and committees such as the West Precinct Advisory Council and Chinatown/International District Public Safety Steering Committee. As Captain, he championed the involvement of district patrol officers in engagement and problem solving with community stakeholders.

Assistant Chief Mahaffey is a graduate of the University of Washington. He has also completed the Senior Management Institute for Police, DEA Leadership Academy and Washington State Law Enforcement Leadership Course.

Assistant Chief Deanna Nollette is the commander of the Criminal Investigations Bureau. She has served with the Department for 22 years, most recently as Captain of the Violent Crimes Section. Her previous assignments include Patrol, Media Relations, Night Watch Commander, Lieutenant for the West Precinct and Captain of the Narcotics and Special Victims Units.

Assistant Chief Nollette has helped further the Department's collaboration with regional and federal partners on multi-agency drug takedowns and large scale, long-running criminal investigations. She was instrumental in launching the Law Enforcement Assisted Diversion (LEAD) model here in Seattle. Assistant Chief Nollette has also helped advance the Department's work related to sexual assault forensic examination, as well as DNA testing for cold cases. She has also served as incident commander for numerous citywide events and demonstrations. Assistant Chief Nollette received her Bachelor's degree from Evergreen State College. She has completed the FBI National Academy, Senior Management Institute for Police, International Association of Chiefs of Police (IACP) Women's Leadership Institute and the Seattle University Criminal Justice Leadership Institute.

Assistant Chief Nollette was appointed to the Washington State Legislature's Sexual Assault Forensic Examination (SAFE) Best Practices Task Force, and currently serves on the IACP and the Lawyers' Committee for Civil Rights Under Law's "Enhancing the Response to Hate Crimes" Advisory Committee.

Assistant Chief Lesley Cordner commands the Professional Standards Bureau.

Lesley Cordner joined the Seattle Police Department in 1989.  She has worked a variety of assignments in Patrol, Community Policing, the Domestic Violence Unit, the Office of Professional Accountability, Traffic Collision Investigations Squad, North Precinct Operations, and most recently as an Aide to Chief O'Toole.

Cordner is originally from Ireland, and has lived in the greater Seattle area since emigrating to the United States. She graduated from Seattle University with a Bachelor of Science degree in Mechanical Engineering. Upon graduating, she worked for the Boeing Company and Seattle City Light as a mechanical engineer before joining the department.

Assistant Chief Eric Greening has served the Seattle Police Department for approximately 27 years and is currently the Assistant Chief of the Collaborative Policing Bureau. The Collaborative Policing Bureau comprises the Community Outreach Unit, Crime Prevention Coordinators, Youth Violence Prevention Squad, Community Service Officer Unit, Mounted Patrol Unit, the Executive Protection Detail, and the Crisis Response Team.

Before his current assignment, Greening served in a variety of positions across the city, including Patrol Officer, Field Training Officer, DUI Traffic Enforcement Officer, Patrol Sergeant, East Anti-Crime Team Sergeant, Narcotics Unit Detective Sergeant, a Patrol Watch Lieutenant in the South, East, and West Precincts, Force Review Board member, a Lieutenant in the Office of Police Accountability, and the Operations Lieutenant in the East and South Precincts. Promoted to Captain in 2015, he commanded the Traffic and Parking Enforcement Section. In 2016, Greening commanded the South Precinct.

Promoted to Assistant Chief in 2017, Greening commanded the Night Duty Captains and the Homeland Security Bureau. In 2018 Greening led the Patrol Operations Bureau responsible for citywide proactive crime reduction strategies and 911 response. In 2020, Greening assumed command of the Special Operations Bureau, consisting of the Special Weapons and Tactics Unit, the Harbor Patrol Unit, Canine Unit, the Arson Bomb Squad, the Hostage Negotiation Team and the Traffic and Parking Enforcement Section.

Assistant Chief Greening has served as Incident Commander for a variety of high-profile events across the city.

Greening holds a Bachelor of Science degree in Business Administration from the City University of Seattle and completed the Police Executive Research Forum's Senior Management Institute for Police.

Assistant Chief Grenon joined the Seattle Police Department in May of 1992 and spent the early part of his career as a patrol, mountain bike, and SWAT officer mostly in the West Precinct. As a sergeant, he served in the West and East Precincts as a patrol and mountain bike sergeant. He also served as an acting lieutenant in charge of the Data-Driven Unit until promotion to Lieutenant in 2013.  

As a lieutenant, he served in the East Precinct as a watch commander and as operations lieutenant. As a captain, he served as the commander of the Education and Training Unit which is responsible for all aspects of training for the approximately 1,400 sworn members of the department. In February 2018, He took over as the commander of the East Precinct. He is an ardent believer in working directly with the community to proactively solve problems areas and by using data effectively to identify and address emergent problems as they occur. 

Assistant Chief Grenon has bachelor's degrees from Washington State University and Western Washington University. He also holds a Master in Public Administration from the University of Washington and a Master in Strategic Studies from the US Army War College in Carlisle, PA. He has completed the Senior Management Institute for Police. In his off time, he is a Brigadier General with the Washington Army National Guard.

Assistant Chief Kibbee joined the Seattle Police Department in 1993. Chief Kibbee spent the first part of his career in the North Precinct, where he served as an officer and a sergeant. He then transferred to the Human Resources Section, where he was the Early Intervention Coordinator and worked on SPD's response to the DOJ Settlement Agreement. Assistant Chief Kibbee was promoted to Lieutenant, served as a watch commander at the West Precinct, and later as the Bike Unit Commander.

Upon promotion to Captain, Kibbee was assigned as the South Precinct Commander, where he worked diligently to ensure collaboration between SPD and the community.

Assistant Chief Kibbee has served as Incident Commander for a variety of parades, rallies, and demonstrations within the City of Seattle and is nationally certified in Field Force Command and Less-Lethal Munitions. Assistant Chief Kibbee has worked extensively on city events including Seafair, Bite of Seattle, and as the game-day Incident Commander for local sporting events. Assistant Chief Kibbee holds a B.A. in International Studies from Norwich University and has graduated from both SPD's Command Leadership Program and the Senior Management Institute for Police. Asst. Chief Kibbee is an avid golfer, a long-time youth sports coach, and currently serves on the managing board of a non-profit Little League Baseball complex.

Assistant Chief Eric Barden is the commander of the Special Operations Bureau, responsible for the Departments K9, SWAT, Harbor, Arson/Bombs, and Traffic Sections. He has served with the Seattle Police Department for nearly 35 years.  Joining the Department in 1987, he worked in the West and South Precincts, serving as a Field Training Officer and one of the founding members of the original Mountain Bike Squad.  A/C Barden was promoted to Sergeant in 1993 and supervised the Property Inspection Unit, East Precinct Patrol, Community Police Team, Narcotics Investigations, Criminal Intelligence Unit, and served as the Field Training Coordinator. 

 In 2008, A/C Barden was promoted to the rank of Lieutenant and was assigned the Criminal Intelligence Section where he was responsible for investigations related to Organized Crime, Public Corruption, Cyber Crimes, Threats to Public Officials, Crime Analysis, Murder for Hire and Dignitary Protection.  During his tenure in the Section, A/C Barden proposed and piloted the units responsible for Cyber Crimes Investigations and developed the Department's Real Time Crime Center (RTCC).  

 A/C Barden was assigned to the Narcotics Section in 2017 and helped further the Department's collaboration with local, state, and federal partners to combat unprecedented overdose deaths, primarily related to the proliferation of Fentanyl.  A/C Barden lead several large-scale, multi-agency drug investigations resulting in record-setting seizures of drugs and guns.  He has also helped coordinate the Department's response to many high-profile events across the city.   

A/C Barden is a graduate of the University of Washington, earning a bachelor's degree in Criminal Justice.  He has completed leadership training from the DEA Commanders Academy and Seattle PD's own Command Leadership Program.  A/C Barden is the son of immigrants and is proud of his Lebanese-American heritage.  He is a long-time martial artist and a black belt in Brazilian Jiu-Jitsu. He's also been an accomplished competitive equestrian and youth sports coach.

Mike Fields serves as Executive Director of Human Resources. Reporting directly to the Chief of Police, Director Fields leads all human resource initiatives for the department, including recruiting/hiring, labor and employee relations, leadership development, performance management, EEO investigations, classification/compensation, benefits and payroll.  In addition, Director Fields will advise the Chief on aligning strategic human resource efforts with the overall mission of the department.

After working as a litigator in the private practice of law, Director Fields joined the Seattle Police Department in 2002 as the Employment Risk Manager, where he provided legal advice on a wide range of employment matters. In 2004, he became the Department's labor negotiator, serving as chief spokesperson in all negotiations involving the department's labor organizations. In 2014, he was promoted to Human Resources Director. Director Fields received his law degree from The University of San Diego.

Executive Director of Legal Affairs Rebecca Boatright serves as general counsel to the Chief and oversees the legal and risk management affairs of the Department.  Prior to joining the SPD, Becca served in the Civil Division of the Seattle City Attorney's Office as a trial attorney and litigation supervisor.

Becca graduated from The College of Wooster (Wooster, OH) and received both her Ph.D. (1999) and J.D. (2002) from the University of Washington. She has completed executive leadership courses in driving government performance at the Kennedy School of Government, Harvard University, and is a 2018 graduate of the Police Executive Research Forum's Senior Management Institute for Police.  She is a member of the Legal Officers Sections of the International Association of Chiefs of Police and Major Cities Chiefs Association.

Valarie Anderson is the Executive Director of Administration and oversees the Fiscal, Property and Fleets, Research Grants & Corporate Support, and Records & Public Requests Sections.

Valarie Anderson began her career with the Seattle Police Department in September 1990 as the Fiscal Manager where she managed accounts payable, accounts receivable, grants accounting, forfeiture accounting, cash accounting, and departmental purchasing. In May 2001, she was promoted to Director of Fiscal Property & Fleet where she continued her leadership and management role in all aspects of accounting and purchasing and worked closely with the departmental budget.

In addition, she was responsible for the effective and efficient management of all departmental vehicles and motor pool operations; as well as for the provision of logistical support, equipment, and supplies for all departmental employees during routine and special events. Valarie was promoted to CAO effective April 2008.

Education

Valarie graduated from Northeast Louisiana University with a BA in Accounting in 1979 and from City University in 1998 with a Masters of Public Administration. She has been a Certified Public Accountant in the State of Washington since 1985 and is a current member of the Washington State Society of Certified Public Accountants. Valarie is an alumnus of City of Seattle's Advanced Management Program and a 2010 graduate of the Senior Management Institute for Police at Boston University.

Angela Socci serves as Executive Director of Budget and Finance leading a team focused on budget development and monitoring, program management, fleet and facility administration and jail coordination. Prior to her current role, Angela spent over 7 years in SPD Finance and Planning, advising Command Staff on issues related to finance, strategic planning, intergovernmental affairs, project management and program development. She first joined the department in 2010, working as a paralegal on civil litigation, risk management, labor relations and other employment matters. Angela graduated from the University of Washington with a B.A. in Political Economy.

Christopher Fisher is the Executive Director of Strategic Initiatives to the Chief of Police. Most recently he was Senior Policy Advisor at the Council of State Governments Justice Center with a focus on law enforcement issues. Prior to the Justice Center, Chris worked throughout the New York City justice system. As Director of Analysis and Integrated Solutions in the New York City Mayor's Office of Criminal Justice he coordinated interagency efforts to solve criminal justice challenges. Chris has served in similar capacities for other New York City criminal justice agencies, including the New York City Police Department, the Department of Probation, the Administration for Children's Services, and the former Department of Juvenile Justice.


Chris holds a doctorate in criminal justice from the Graduate Center of the City University of New York, a master's degree in criminal justice from John Jay College of Criminal Justice, and a bachelor of arts degree in psychology from the University of Virginia.
