What is TAP?
SDOT's Transportation Access Programs (TAP) provide affordable, safe, and equitable access to public transportation by providing transit resources and community-centered programming to diverse Seattle communities.

Downtown Circulator
TAP has partnered with Solid Ground and King County Metro to offer the Circulator- a free, fixed route shuttlebus. The Circulator connects riders to vital health and human services in Downtown Seattle.

Seattle Public Preschools Partnership
We're working with Seattle Public Preschools to offer free ORCA cards to low-income families attending Seattle Public Preschools at Seattle Public School sites.

ORCA Opportunity Promise Scholars
ORCA Opportunity Promise Scholars provides fully-subsidized ORCA cards to all participants of the Seattle Colleges college tuition and success program, Seattle Promise Scholars.

Seattle Housing Authority (SHA) Transit Pass Program
ORCA Opportunity Seattle Housing Authority Transit Pass Program provides ORCA cards to every Seattle Housing Authority (SHA) resident who lives in an SHA owned and managed property.

Recovery Card Program
The Recovery Card Program supports essential workers and small businesses as they continue to recover from the pandemic by offering them temporary, fully-subsidized ORCA cards. This program is currently offered in the Chinatown/International District, Pioneer Square, Othello, and Rainier Valley.

Senior Program
TAP's Senior Program collaborates with various senior and community centers around Seattle to put on informative and fun transit-centered field trips to help seniors safely and confidently navigate transit

The Youth Transportation Ambassador program engages BIPOC youth leaders in Seattle to empower themselves and their communities towards accessible, environmentally sustainable, and affordable transportation through leadership training.

Our partners at King County Metro offer fully and partially subsidized ORCA cards to qualified participants, such as ORCA Lift, the Regional Reduced Fare Permit (RRFP), and the Subsidized Annual Pass. Learn More About TAP
Background
TAP is funded through Proposition 1, a voter approved measure that was renewed in November 2020. TAP programs create opportunities for all Seattle residents to connect directly to regional transit providers to better understand how to navigate transit, and to educate communities on how accessing transportation can lead to healthier and environmentally sustainable lives.
Mission
To create equitable transportation opportunities for Seattle residents by providing affordable access and education to transit through community-centered programming.
Vision
All Seattle residents regardless of background or identity lead healthier lives by having the confidence and ability to navigate Seattle's transportation system. By providing this programming, Seattle residents will have equitable and safe access to transportation resources that energize them to lead healthier live.
