On January 19, 2021, Seattle Public Utilities (SPU) became aware that a Solid Waste private contractor was the victim of a sophisticated scam that ultimately intercepted two SPU financial payments to the contractor in late 2020, totaling approximately $700,000. The contractor, Lenz Enterprises, was notified its system was compromised and the private company took steps to secure it.
Upon notification of the scam, Seattle Information Technology Department (ITD) immediately began investigating the incident and determined there was no compromise of SPU customer information, City of Seattle infrastructure, or employee accounts. The scam and potential loss of funds will not affect any SPU essential services, planned projects or customer rates.
SPU filed a report with the Seattle Police Department (SPD) and the FBI's Internet Crime Complaint Center. The FBI and Secret Service, which investigates banking fraud issues, opened an investigation on this matter. SPD and Secret Service co-led the investigation.
During the investigation, a portion of the stolen funds was recovered and returned to SPU. SPU was also able to recover a portion of the stolen funds through insurance claims and continues to pursue other options to retrieve additional funds.
Following notification of the scam, which involved criminals posing as the contractor in emails to the Utility, SPU reviewed its internal security controls to validate whether all protocols were properly followed. SPU determined that we followed an initial verification protocol but the fraudulent attack created confusion, falsely directing SPU to submit a payment request. SPU upgraded its internal controls with additional verification procedures consistent with advice from Wells Fargo and the FBI. SPU has also taken action to bolster digital security and to ensure staff follow best practices recommended by cyber fraud experts. The Department of Finance and Administrative Services (FAS) coordinated with Wells Fargo to provide training on ACH fraud prevention best practices.
